Initial sync and size of OS update question

couple of questions...

1) out of state @ 3g launch , buy ipad there don't left in cold , have them out of stock when home. if want apps i've purchased on ipad, have done desktop computer itunes resides or itunes account know have , load accordingly?

2) know i'm reaching one, can fathom guess @ how big update new os be? how space take normally? planning on getting 16gb since don't keep music or movies , plan on having apps , internet, if update huge, perhaps need bump next size. ideas?

 

all previous iphone updates have been same size each time, expect follow same pattern. in other words, not expect take more room current os.
